Who Is Jonathan Minks

Jonathan Minks is a lifelong Bloomington, Minnesota resident who's deeply involved in the community:

Small-business owner – He founded and runs Jonny Rock Bikes, with locations in Bloomington and Hopkins

Civic leader – He's currently the Chair of Bloomington’s Parks, Arts & Recreation Commission (PARC), appointed for a three-year term advising the City Council on park development, cultural programming, and recreation

Candidate for City Council at-large – He ran in the November 2023 election on a "common‑sense, fiscally responsible" platform. While he captured around 37% of the vote in the first round, he narrowly lost in ranked-choice voting and has announced plans to run again in 2025

Personal background & values – He’s been a Bloomington resident for over 50 years, served in the Minnesota Army National Guard as a military police officer, and is a husband and father involved in his local church

Community champion – Jonathan initiated events like the “Fat Bike Blitz” to promote biking year‑round, and his local bike shop doubles as a hub for community engagement and outdoor recreation ideas 

What this means for Bloomington


Jonathan blends entrepreneurship with public service—using his small-business insights and PARC role to guide city decisions on trails, parks, events, and fiscal priorities. His upcoming 2025 city council campaign is underpinned by those experiences and a focus on green spaces, lower taxes, public safety, and open government as well as making Bloomington affordable to live in.


His experience as a small‑business owner, PARC Chair, and veteran informs a practical approach—balancing community sustainability, fiscal discipline, and civic inclusion. He Opposes the proposed 18% property‑tax / Budget levy increase for 2025, advocating instead for reducing excessive consultant fees and lowering municipal taxes overall
